It is a pleasure to welcome you to my official website! I hope this site serves as a useful resource for you to learn about my respective role as a State Senator for the Second Worcester District, as well as a tool to obtain relevant and helpful information concerning government in the Commonwealth of Massachusetts.

I am both honored and humbled to represent the communities of Auburn, Grafton, Leicester, Millbury, Shrewsbury, Upton, and Worcester, and I remain fully committed to making sure that each and every constituent has a voice on Beacon Hill. Since taking office on January 7, 2009, I have worked hard to address many issues that are important to my constituents such as job growth, economic development, transportation, healthcare, fiscal responsibility, as well as efficiency and accountability in state government.
I believe we need to reform how the Commonwealth does business if we expect to meet the economic challenges in front of us and set a strong foundation for future success. Though the road ahead may be a difficult one, I remain steadfast in my mission to improve the quality of life for my constituents.

Assault & Battery on Healthcare Providers: Working with the Massachusetts Nurses Association, Senator Moore was proud to introduce legislation that provides added protections to healthcare providers assaulted during the course of their duties. Anyone who assaults or batters a nurse, therapists, tech or other healthcare provider during the course of their duties will face a fine of not more than $5,000 or 2 ½ years in the house of corrections. This bill passed the Senate on April 20, 2010 by a vote of 35-0. This bill was signed into law as Chapter 151 of the Acts of 2010 on July 2, 2010. The FY 2011 Budget: The Commonwealth’s annual budget process can be confusing, but a user-friendly explanation and overview of the process is available online. The House Committee on Ways & Means released their initial budget on April 14, 2010. Debate is scheduled to begin Monday April 26, 2010. The Senate will take up its version of the FY 2011 budger during the last week of May beginning May 24, 2010. These two budgets will then be conferenced into a single document. Once completed the new FY 2011 budget will take effect on July 1, 2011.

Economic Development Reorganization: This spring the Massachusetts State Senate unveiled a thoughtful new reorganization plan designed to provide an easier experience for existing and new businesses dealing with the Commonwealth’s business development apparatus. It will also increase accountability and oversight of state agencies, quasi-publics and our contracts with private organizations engaged in economic development activities. Finally, it will streamline our approach to economic development, including our marketing of the state’s many resources and assets. The Economic Development Reorganization plan was passed on April 8, 2010 by a vote of 37-0. This bill was signed into law by the Governor in early August.

Anti-Bullying Legislation: On May 2, 2010 Governor Patrick signed into law a new set of sweeping reforms designed to eradicate bullying from Massachusetts schools. The new law prohibits bullying on school property and outlaws cyberbullying.The Senate version of this law passed unanimously on March 11, 2010 by a vote of 38-0. This bill was signed into law as Chapter 92 of the Acts of 2010.

2010 Education Reform: In November of 2009 the Massachusetts Senate took bold action to reform the Commonwealth’s education system and close the achievement gap in the hardest hit localities. Designed to improve conditions in underperforming and chronically underperforming schools, this bill reforms the regulations concerning charter schools and provides school districts with local authority to address the factors inhibiting growth in their schools. After passing the Senate on November 17, 2009 this bill was eventually conference with a similar bill passed by the House of Representatives in early 2010. This legislation was signed by Governor Patrick as Chapter 12 of the Acts of 2010.
